As Vietnam’s economy enters a phase of strong transformation, identifying a sustainable development model that effectively links the public and private sectors has become an urgent priority.
In alignment with Resolution No. 68-NQ/TW of the Politburo on private sector development, the IMC ecosystem, represented by Hemula JSC, has partnered with Phu Tho Province and Viettel Group (via Viettel Post) to initiate the “Public–Private Partnership for Nation Building” (PPP-Nation Building) model.

This initiative opens a new direction for local economic development while reaffirming the pioneering role of Vietnamese enterprises in the country’s next growth phase.

From Local Challenges to Global Integration Aspirations

Phu Tho Province—Vietnam’s sacred ancestral land and cradle of national culture—has long faced challenges in private sector development. Local products remain fragmented, lack strong branding and value-chain linkages, and have yet to fully leverage e-commerce and modern logistics.

Against this backdrop, the Phu Tho Private Economic Development Center was conceived. The project aims to create a centralized hub where enterprises, cooperatives, household businesses, and local communities can:

  • Connect and collaborate

  • Showcase and promote products

  • Acquire business and digital skills

  • Develop sustainably

This initiative is not merely an economic project—it embodies the true spirit of public–private co-creation for nation building, where government and enterprises jointly contribute to national development.

“Public–Private Partnership for Nation Building”: A New Cooperation Model

According to Pharmacist Nguyen Xuan Hoang, Chairman and CEO of IMC, “Public–private partnership for nation building is not a slogan—it is a method of action: shared efforts, shared benefits, and shared responsibility.”

Within this model:

  • Phu Tho Province plays a facilitative role by establishing policies, defining product selection criteria, and mobilizing departments and agencies.

  • Viettel Post contributes its strengths in logistics, infrastructure, e-commerce platforms, and nationwide connectivity.

  • Hemula, a member of the IMC ecosystem, leads training, communications, digital transformation, and the connection of high-quality products from IMC’s manufacturing ecosystem.

This multidimensional collaboration lays the foundation for a new-generation public–private partnership, where local authorities do not merely regulate but actively accompany businesses and communities.

The Private Economic Development Center: A Comprehensive Connection Hub

The pilot center is proposed to be located at the Hung Kings Museum, leveraging existing public infrastructure to create a strategic cultural–tourism–trade destination for Phu Tho Province.

Key highlights include:

  • Free exhibition and promotion of OCOP products, agricultural goods, and handicrafts for local enterprises during the first 12–24 months

  • Regular trade fairs, business forums, and promotional events

  • Training programs in livestream selling, TikTok & YouTube channels, digital transformation, CRM, and ERP systems

Importantly, the center functions as a two-way economic bridge:

  • Bringing Phu Tho specialty products nationwide via Viettel Post’s logistics network

  • Introducing high-quality products from other provinces into Phu Tho

This creates a sustainable, modern interregional economic flow.

The Strategic Role and Value of the IMC Ecosystem

As a co-creator of the project, IMC reinforces its position as a pioneer in research, manufacturing, training, and communications, while clearly demonstrating its development philosophy:
“Growing together with small and medium enterprises to create shared success.”

With over 20 years of experience in R&D, manufacturing technologies, and brand building in pharmaceuticals, dietary supplements, and cosmetics, IMC enables local enterprises to access:

  • International production standards

  • Quality management systems

  • Modern marketing and business management capabilities

This approach reflects IMC’s long-term mission: spreading knowledge, elevating Vietnamese manufacturing capacity, and contributing to national economic growth.

Expected Impact: Spreading the Spirit of “Nation Building Together”

The project is expected to generate significant economic and social impact:

  • For Phu Tho Province: Increased budget revenue, job creation, tourism and service growth, and a modern, open provincial image

  • For Viettel Post: Expansion of its logistics and e-commerce ecosystem tied to local development

  • For IMC & Hemula: Market expansion and reinforced leadership in training, communications, and digital transformation

  • For businesses and communities: Skill development, market access, income growth, and shared prosperity

From Phu Tho to Nationwide Expansion

The roadmap includes:

  • Year 1: Pilot implementation

  • Years 2–3: Expansion and optimization

  • Years 4–5: Replication nationwide and international integration

Once fully developed, this network of private economic development centers could become a model for replication across Vietnam, forming a dynamic, innovative, and globally integrated private economic ecosystem.

Connecting Intelligence – Shaping the Future

In his closing remarks, Pharmacist Nguyen Xuan Hoang emphasized:

“This project represents the convergence of intelligence, resources, and shared determination. When the public and private sectors truly walk together, Vietnam will build a strong private economy as a key driver of national development.”

With a long-term vision, the “Public–Private Partnership for Nation Building” model not only enables Phu Tho to accelerate its growth but also reflects IMC’s aspiration to innovate continuously, create lasting value, and accompany Vietnam on its global integration journey.
